.ov-tip

No still. A tooltip lives in the top layer and is nothing until it is shown.

Top layer again, for the same reason as the dialog and the popover.

Also styled in chrome.css. Used on aux.html.

.ov-tp

No end, so no fraction of it. The bar is absent and says why, rather than sitting at zero and looking like the start of a recording.

Written into markup by src/ov-transport.js, so an element sets it for you.
